Tainan County and Tainan City have consolidated into one municipality during government reform in 2010. Regional spatial structure has been reconstructed since. As a result, Annan District, which originally located in the border area of Tainan city, became the center of the urban development. The development potential of Annan District could be observed from the recent population growth rate (9.88%), which was higher than the population growth rate in Tainan City (3.96%).For the city development aspect, the geographical location of this area promoted business opportunities for Annan District. It was located in the south east of Annan District, which heavily relied on the secondary industry that produced a substantial amount of job opportunities and consumers. In the ecological aspect, with several major national projects being constructed, such as the National Museum of History and Taijiang National Park, the green industry, ecotourism, humanities and arts industry, and natural resources fostered the tertiary activities in Annan District. 

As the commercial development in Annan District started established, land reforming was urgently needed. The project was implemented using the land rezoning process by the government, with land re-planning and public utility constructions. Finding the balance between economic growth and environmental sustainability was also needed, including formulating commercial development strategies, such as incentivizing business investors, maintaining environmental quality, encouraging effective land use, and introducing diverse commercial facilities. This planned area will become Annan District's new powerhouse for its overall development.
