The project is a ultra-high-rise building located within the restricted construction area of Taipei Metro rail, historic preservation zone, and Taipei City West District Gateway Project-underground connection system. The relevant engineering technical threshold is extremely high.

The project involves private investors such as TWSE, TAIFEX, TPEX, and TDCC, who are participating through the rights transformation to carry out urban renewal, aiming to create a national center for innovation, creativity and finance, as well as transforming heritage sites into a postal museum.  

The site area is approximately14,228 square meters; it is planned to build a 208-meter-high steel frame smart green building with 43 floors above ground and 4 floors underground. The total floor area is about 174,701 square meters (including balcony). The overall project duration is expected to be about 96 months.
